摘要
依据黄淮海平原五省375户粮食类家庭农场的调研数据,在可行能力理论框架下,综合测评粮食类家庭农场福利水平。进而,借助内生转换回归模型和多项处理效应模型,分别探讨粮食类家庭农场病虫害防治服务采纳与否、采纳程度与采纳时机的福利效应。研究发现:采纳与未采纳病虫害防治服务的家庭农场福利平均处理效应均显著,且分别为0.033和0.025,病虫害防治服务有助于提升家庭农场福利水平;采纳病虫害防治服务程度高与低的家庭农场福利水平分别提升8.98%与7.36%,采纳程度高的家庭农场福利效应更大;采纳病虫害防治服务时机早和晚的家庭农场福利水平分别提升11.07%和15.95%,采纳时机晚的家庭农场福利水平提升更高。因此,应建立健全病虫害防治服务推广政策体系,引导家庭农场加深病虫害防治服务的采纳程度,向采纳时机早的家庭农场适当政策倾斜。
Based on the investigation data of 375 grain family farms in five provinces of Huang-Huai-Hai Plain,the welfare level of grain family farms was comprehensively evaluated under the framework of the capacity approach theory.Furthermore,with the help of endogenous switching regression model and multinomial treatment effect model,the welfare effects of the adoption of pest control services,the degree of adoption and the timing of adoption in grain family farms were discussed respectively.The study found that:the average treatment effect of family farm welfare with and without pest control service was significant,and was 0.033 and 0.025 respectively.Pest control service was helpful to improve the welfare level of family farm.The welfare level of family farms with high and low degree of pest control services was increased by 8.98%and 7.36%respectively,and the welfare effect of family farms with high degree of pest control was greater.The welfare level of family farms with early and late adoption of pest control services increased by 11.07%and 15.95%respectively,and the welfare level of family farms with late adoption increased even more.Therefore,we should establish and improve the policy system of pest control service promotion,guide family farms to deepen the adoption of pest control services,and tilt to the appropriate policies of family farms with early adoption.
