摘要
教育强国,师资先行。民族地区高等教育推动高质量发展,师资队伍建设亦是关键所在。本研究对四川、贵州、内蒙古等民族地区高校进行实地调研,以国家民委所属民族院校及民族地区部分高校为样本,调查分析其师资队伍建设现状及其存在问题,发现民族地区高校普遍重视师资队伍建设且所取得的成效,同时也发现生师比不够均衡、高质量团队建设滞后、教学科研能力水平亟需提高、“双师型”教师人才紧缺等问题,并提出增强教师队伍建设的紧迫感、引与育并举加强高质量师资团队建设、深化培训学习、完善绩效考核制度、加快“双师型”师资队伍建设等对策建议,以助力民族地区高校建设数量规模质量结构优化转型的多维度立体式高质量师资队伍新格局。
To build a strong country through education,teachers must take the lead.To promote the high quality development of higher education in ethnic areas,the construction of teaching staff is also the key.This study conducted field investigations on colleges and universities in ethnic minority areas such as Sichuan,Gui-zhou and Inner Mongolia,and took ethnic minority colleges and universities under the State Ethnic Affairs Com-mission and some colleges and universities in ethnic areas as samples to investigate and analyze the current situa-tion and existing problems of their teaching staff construction.It was found that colleges and universities in eth-nic areas generally attached importance to the construction of teaching staff and achieved results.At the same time,it was also found that the student-teacher ratio was not balanced,high-quality team construction was lag-ging behind,teaching and research ability needed to be improved,and"double-qualified"teachers were in short supply,and some countermeasures and suggestions were put forward to strengthen the sense of urgency in the construction of teacher team,strengthen the construction of high-quality teacher team by combining introduction and education,deepen training and learning,improve the performance appraisal system,and accelerate the con-struction of"double-qualified"teachers.This can help colleges and universities in ethnic areas to build a new pattern of multi-dimensional high-quality teaching staff with optimization and transformation of quantity,scale,quality and structure.

孙凌晨,内蒙古师范大学教育学院教育经济与管理专业硕士研究生,研究方向为教育管理;胡春梅,女,蒙古族。北京师范大学教育学原理博士,二级教授,硕士研究生导师,现任呼和浩特民族学院党委副书记。全国民族教育专家委员会委员,内蒙古自治区有突出贡献的中青年专家,内蒙古自治区社区与家庭教育学会会长。主要从事教育政策分析和民族地区教育研究。胡春梅教授长期从事民族地区教育行政管理和研究工作,在教育政策、民族地区教育等方面形成了系列研究成果。在《民族教育研究》《教育理论与实践》《中国少数民族教育》《内蒙古师范大学学报(教育科学版)》《民族高等教育研究》《光明日报》等报刊上发表论文60余篇,其中,1篇被中国人民大学复印报刊资料《教育学》全文转载。出版专著有《民族教育发展研究》(内蒙古教育出版社)《教育政策执行过程研究》(辽宁师范大学出版社)、《牧区教育研究》(内蒙古出版集团)、《促进少数民族毕业生就业创业研究》(民族出版社)《民族地区高等教育高质量发展策略研究》(北京语言大学出版社)等,参编《中国少数民族教育50年》中“内蒙古少数民族教育50年”一章、《内蒙古民族教育蓝皮书》中“少数民族毕业生就业创业”一章、《内蒙古教育史志》中民族教育的相关内容。
