摘要
改革开放以来,为应对世界经济一体化格局,我国先后建立不同开放程度的海关特殊监管区。综合保税区作为我国目前开放水平最高的海关特殊监管区,经过长期探索,已形成沿海到内陆的全方位布局。本文通过梳理改革开放至今学术界在政策视角和理论视角下,我国海关特殊监管区域相关研究,探索综合保税区在我国对外开放过程中的发展态势和建设成效。结合我国综合保税区发展中的不足,对综合保税区未来发展提出了针对性的建议,为综合保税区在我国高水平、高质量对外开放中找准定位、转型升级提供参考。
Since reform and opening,in order to deal with the world economic integration pattern,our country established the special customs supervision area successively with different degree of opening.As the special customs supervision area with the highest level of opening at present of our country,comprehensive bonded zone already forms the all-around layout of coastal to inland after long-term exploration.The paper explores the development trend and construction result of comprehensive bonded zone in the process of opening to the outside world by combing the research on the evolution of our country special customs supervision area from the policy governance and theoretical perspectives.Combined with the deficiencies in the development of the comprehensive bonded zone,puts forward the relevant suggestions for the future development of the comprehensive bonded zone,providing reference for the comprehensive bonded zone to find the orientation in the high level and high quality opening to the outside world.
