Strategy Adjustment and Benefit Sharing:How Local Governments in Western China Maintain the Cooperation with Social Organizations——Take the Purchase of Public Cultural Services in City C of Sichuan Province as an Example

摘要构建政府与社会组织间良性高效的协同机制与互助体系,是提高公共文化服务质量及水平的重要途径。西部地区政府在面临资源约束的条件下,如何维系与社会组织的合作仍未得到充分的理论解释。鉴于此,运用案例分析方法对四川省C市进行分析后发现,政府与社会组织合作分为三个阶段,即合作初定阶段、合作深化阶段和合作维系阶段。政府与社会组织合作的维系需要在制度规则塑造过程中进行策略调适,即随着外部环境以及政策的变化,采取渐进行为选择以及与环境相适配的行为策略来调整合作内容;同时,在主体利益兑付过程中实现利益共享,即利用现有资源,采取让渡利益空间以及寻求契合点的行为策略,使政社双方形成稳定的合作链条。通过建构“策略调适”与“利益共享”的理论框架,并结合声誉理论对政府与社会组织合作维系的现象进行解释,以期为其他地区破除现实中的发展困境提供经验借鉴。 Constructing a benign and efficient coordination mechanism and mutual aid system between the government and social organizations is an important way to improve the quality and level of public cultural services.How local governments with resource constraints in western China maintain the cooperation with social organizations has not been fully explained theoretically.In view of this,through the case study of City C of Sichuan Province,it is found that the cooperation between the government and social organizations can be divided into three stages,namely the initial stage,the deepening stage and the maintenance stage.The maintenance of cooperation between the government and social organizations requires strategic adjustment in the process of shaping the rules,that is,with the changes of the external environment and policies,the content of cooperation should be adjusted through gradual behavior choices and behavior strategies that are appropriate to the environment;At the same time,benefit sharing is realized in the process of achieving benefits,that is,using existing resources,adopting the strategy of transferring interest space and seeking a conjunction of interests,so that the political and social parties involved can form a stable cooperation chain.By constructing the theoretical framework of"strategy adjustment"and"benefit sharing",and combining the reputation theory,this paper explains the phenomenon of the cooperation maintenance between the government and social organizations,thus to provide experience for other regions to overcome the development dilemma in reality.
