产业协同集聚、环境规制与经济高质量发展被引量：5

摘要以2010—2019年中国30个省份为研究对象,将产业协同集聚、环境规制与经济高质量发展纳入同一研究框架,探讨三者的关系及作用机制。研究发现:产业协同集聚可以通过促进技术创新和推动产业升级助力经济高质量发展。东部和中部地区产业协同集聚均显著促进了经济高质量发展,但东北和西部地区的产业协同集聚效应尚不明显。环境规制对产业协同集聚与经济高质量发展的关系起正向调节作用,环境规制强度越大,产业协同集聚的经济高质量发展效应就越明显。环境规制通过强化产业协同集聚的技术创新效应和产业升级效应对经济高质量发展起正向调节作用,环境规制力度越强,越有助于产业协同集聚发挥其正外部性,通过产业协同集聚提升区域创新水平、驱动产业优化升级的效果就越好。因此,政府在积极引导产业协同集聚发展的同时,应重视发挥环境规制的激励、约束和引导作用,为产业协同集聚更好地助推经济高质量发展“保驾护航”。 This paper takes 30 provinces,municipalities and autonomous regions in China from 2010 to 2019 as the research objects,brings industrial collaborative agglomeration,environmental regulation and high-quality economic development into the same research framework,and discusses the relationship and action mechanism of the three.The results show that:Industrial collaborative agglomeration can help high-quality economic development by promoting technological innovation and industrial upgrading.It is found that the industrial synergy agglomeration in the eastern and central regions has significantly promoted the high-quality economic development,but the industrial synergy agglomeration effect in the northeast and western regions is not obvious.Environmental regulation plays a positive role in regulating the relationship between industrial collaborative agglomeration and high-quality economic development,that is,the greater the intensity of environmental regulation,the more obvious the high-quality economic development effect of industrial collaborative agglomeration.Environmental regulation plays a positive regulatory role in high-quality economic development by strengthening the technological innovation effect and industrial upgrading effect of industrial collaborative agglomeration,that is,the stronger the environmental regulation is,the more conducive it is to industrial collaborative agglomeration to give play to its positive externality,and the better the effect of improving regional innovation level and driving industrial optimization and upgrading through industrial collaborative agglomeration.Therefore,while actively guiding the development of industrial collaborative agglomeration,the government should pay attention to the incentive,restraint and guidance of environment.
