摘要
[目的/意义]针对当前高校图书馆专技人员年度考核的定性因素多,考核结果不够精确、不够科学等问题,引入量化评议体系,为解决图书馆专技人员年度考核之弊端提供思路。[方法/过程]研究确定体系中的专业技术、管理效能、师德师风和创新服务四个一级指标,并对各指标进行权重量化,对二级指标即基础分指标和附加分指标的考核内容进行定性制定与分值量化,基于此构建客观、公正的量化评议体系。[结果/结论]该量化评议体系采用个人评价、部门互评和考核工作组测评即三位一体的考核模式。研究结果适用性强、可操作性强,提升了年度考核的科学性、公平性,保障了图书馆专技人员的切身利益,为新时代高校图书馆考核量化评议体系的创新与发展提供启发与借鉴。
[Purpose/significance]In view of the problems of many qualitative factors,inaccurate and unscientific assessment results in the annual assessment of professionals in university libraries,the paper provides a quantitative evaluation system to solve the disadvantages of the annual assessment of the library professionals.[Method/process]The research determines the four first-level indicators of professional technology,management efficiency,teachers ethics and innovative services in the system,and quantifies the weight of each indicator.It qualitatively formulates and quantifies the second-level indicators,namely basic sub-indicators and additional sub-indicators.Based on this,the paper constructs an objective and fair quantitative evaluation system.[Result/conclusion]The quantitative evaluation system adopts the three-in-one evaluation mode of individual evaluation,department mutual evaluation and working group evaluation.The research results have strong applicability and operability,improves the scientificity and fairness of the annual assessment,protects the vital interests of the library professionals,and provides inspiration and reference for the innovation and development of the quantitative evaluation system of university library assessment in the new era.
