摘要
高校网络安全是技术性与人文性主动平衡的状态,是一项包括大学生网络安全教育、网络安全人才培养、可信安全基础设施建设的系统工程。评估是推动高等教育改革与发展的重要而有效的手段之一。评估在加强高校网络安全中的作用发挥并不理想,存在大学生网络安全教育效果评估薄弱、相关标准或规范对网络安全人才培养改革的导向作用尚未充分发挥、可信安全基础设施建设监测评估体系尚未建立等现实困境。在未来发展中,应采用一体化建设思维谋划高校网络安全事业、构建大学生网络安全教育全过程监测评估框架、强化“实战”导向的网络安全人才培养质量评估、持续开展可信安全基础设施建设监测评估,全面加强高校网络安全。
Network security in colleges and universities is a state of active balance between technicality and humanism,whichincludes network security education,network security personnel training,and new infrastructure construction of trusted security.Evaluation is one of the important and effective means to promote the reform and development of higher education.However,the role of evaluation in strengthening the network security of colleges and universities is not ideal.There are somepractical dilemmas that there is a lack of evaluation of the effect of college students'network security education,the guiding role of relevant standards or norms in the reform of network security personnel training has not been fully played,and the new infrastructure monitoring and evaluation system for trusted security has not been established.In the future,we should adopt the integrated construction thinking to plan the network security cause of colleges and universities,build a monitoring and evaluation framework for the whole process of college students'network security education,strengthen the“practical”oriented network security personnel training quality evaluation,continue to carry out the trusted security new infrastructure monitoring and evaluation,and comprehensively strengthen the network security of colleges and universities.
