摘要
我国医用耗材的医保准入管理遵循了保障基本医疗需求、合理满足临床需要、严格把握科学规范以及动态调整的原则,但高值医用耗材的医保准入政策存在碎片化、地方化、表述模糊等问题。对此,结合国际经验,提出完善医用耗材医保准入制度的政策建议:明确各类医用耗材的定义与分类,完善标准化编码体系;引入卫生技术评估,构建医用耗材综合评价体系和动态调整机制;打造医用耗材信息化管理系统,实现耗材信息的统一化。
The medical insurance access management of medical consumables in China follows the principles of ensuring basic medical needs,reasonably meeting clinical needs,strictly adhering to scientific norms,and dynamically adjusting.However,the medical insurance admission policy for high-value medical consumables has problems such as fragmentation,localization,and ambiguous expression.Therefore,based on international experience,this article proposes policy recommendations for improving the medical insurance access system for medical consumables:clarifying the definition and classification of various types of medical consumables to improve the standardized coding system,introducing health technology evaluation to construct a comprehensive evaluation system and dynamic adjustment mechanism for medical consumables,creating an information management system for medical consumables to achieve the unification of consumables information.
