摘要
为评判标准在实施过程中发挥的指导作用及实施效果,需要对标准进行评价。针对气象标准体系中使用广泛的气象观测类标准,结合标准的技术内容和要求,文章从观测业务特点出发,构建一种系统的、有效的评价体系。该体系包括评价指标、评价方法和评价标准。为气象观测标准开展实例评价分析提供技术指导,同时为其他领域气象标准评价体系构建提供参考。
In order to evaluate the guiding function and effect of standards in the process of implementation,it is necessary to evaluate the standards.In view of the widely used meteorological observation standards in the meteorological standards system,combined with the technical contents and requirements of the standards,this paper constructs a systematic and effective evaluation system based on the characteristics of observation operations.The system includes evaluation indexes,evaluation methods and evaluation standards.It provides technical guidance for the evaluation and analysis of meteorological observation standards,and provides reference for the construction of the evaluation system of meteorological standards in other fields.
