The Alienation of International Economic and Trade Rules from the Perspective of the U.S."Value Alliance" and China's Response

摘要 “价值观同盟”被认为是依托价值观的话语体系,美国经贸领域的“价值观同盟”实践旨在服务本国利益。价值观外交作为美国对外干涉的合法化话语成形于H.W.布什政府,稳定发展于奥巴马政府,拜登政府重拾价值观话语,强调其与经贸秩序的关联,以基于价值观的经贸安排开展对华竞争。在经贸领域动用“软权力”、推广“价值观同盟”以获得优势,系美国在“西方缺失”下对旧制度的路径依赖;美国推进“价值观同盟”造成的国际经贸规则异化包括中美经济“脱钩”、经贸体系“分化”,美国盟友和区域秩序都将由此受损。中国应争取国际话语权、增强自身“软权力”、解绑价值观与经贸合作、构建和利用国际法治机制,以务实经贸合作践行“真正的多边主义”。 The "Value Alliance" is considered to be a value-based discourse system,and the practice of "Value Alliance" in the U.S.international trade and economic sphere is aimed at serving national interests.The values diplomacy as a legitimate discourse of U.S.foreign intervention took shape during the H.W.Bush administration and developed steadily until the Obama administration.The Biden administration revived the values discourse,emphasizing the linkage between values and the economic and trade order,and using the so-called international economic and trade mechanism based on "Value Alliance" to carry out competition with China.The use of "soft power" to promote "Value Alliance" in the economic and trade fields to gain advantages has created a U.S.dependence on the old economic and trade alliance programs in the context of the "Westlessness".The U.S.promotion of the "Value Alliance" has resulted in the alienation of international economic and trade rules,including the decoupling of the U.S.and Chinese economies and the fragmentation of international trade and economics,which will damage U.S.allies and the regional order.China should proactively strive for international discourse,enhance its soft power,untie values and international economic and trade cooperation,build and utilize international rule of law mechanisms,and practice "true multilateralism" with pragmatic international economic and trade cooperation.
