摘要
区域医疗中心建设对于推进分级诊疗,构建有序的就医横向和纵向流动,提高该区域医疗服务质量和医疗资源的有效利用率,具有较强的带动作用。本研究针对中医区域医疗中心建设实践中的现实困境,提出在多中心治理理论基础上构建一个行之有效的“多中心-协同”治理模式,强调发挥多元主体的协同效应,践行中医区域医疗中心发展理念,探索多元复合式医保支付方式,依托高校优势完善中医药现代教育体系等多项举措构建中医区域医疗中心发展格局,实现中医区域医疗中心高质量发展。
The construction of regional medical centers has a strong driving effect on promoting hierarchical medical systems and treatment,constructing orderly horizontal and vertical flows of medical treatment,and improving the quality of medical services and the effective utilization of medical resources in the region.This study focuses on the practical difficulties in the construction of TCM regional medical centers,and proposes to build an effective"polycentric-synergistic"governance model on the basis of polycentric governance theory,emphasizing the synergistic effect of multiple subjects;practicing the development concept of TCM regional medical centers,exploring the multi-complex payment method of medical insurance;and improving the modern education system of TCM based on the strengths of colleges and universities.The advantages of improving the modern education system of traditional Chinese medicine and other initiatives to build the development pattern of TCM regional medical centers,and realize the high-quality development of TCM regional medical centers.
