摘要
“将健康融入所有政策”(Health in All Policies,HiAP)是国家实施健康中国战略的重要保障机制,如何使其进一步落地,是公共政策研究者和卫生健康领域实践者所面临的一个重要挑战。文章基于世界卫生组织《“将健康融入所有政策”国家行动框架》,从HiAP实践角度介绍了实施HiAP的三个条件和六个要素,以及各方角色与职责,并针对HiAP实践的全政府模式和问题导向模式,从六要素角度分析了澳大利亚南澳大利亚州实践和芬兰心血管疾病防控项目案例,并建议我国地方HiAP实践应在着力加强四个方面:做好社会倡导、建立适宜于当地的多部门合作机制、建立健康影响评价制度和加强能力建设。
Health in All Policies is an important guarantee mechanism for the implementation of the Healthy China strategy.How to further implement it is an important challenge for public policy researchers and health practitio-ners.Based on WHO document Health in All Policies(HiAP)Framework for Country Action,this paper introduced the global strategies and operation mechanism of HiAP practice including three implementation conditions,six elements of HiAP practice and roles and responsibilities of all parties.The typical cases of South Australia,Australia and Finland,representing the two common forms of HiAP practice,were analyzed from the perspective of HiAP practice elements.The suggestion is put forward that local HiAP practice in China should focus on four aspects:social advocacy,the establishment of local appropriate multi-sectoral cooperation mechanism,the establishment of Health Impact Assessment system and strengthening capacity building.
