摘要
“双减”政策颁布后,中小学生课业负担问题成为社会各界关注的焦点。以政策工具为横向维度,全国首批“双减”试点城市的43份政策文件内容为纵向维度,试点城市的级别为第三维度,构建了“政策工具—政策场域—城市级别”的三维分析框架。研究发现:“双减”政策存在命令性工具使用频繁、政策工具组合匹配不协调、政策内容分类供给不均衡的问题。结合当前政策执行过程中的困境与难点,建议合理降低命令型政策工具的使用比例,促进政策组合效应的优化;完善政策内容场域的建设,引导多元主体参与政策的执行;优化政策本土化设计,寻求政策内容与区域教育状况的自洽。
After the promulgation of the“Double Reduction Policy”,the problem of schoolwork burden of primary and secondary school students has once again become the focus of attention of all sectors of society.This study takes policy tools as the horizontal dimension,43 policy documents of the first batch of“Double Reduction Policy”pilot cities in China as the vertical dimension,and sets the level of pilot cities as the third dimension,constructing a three-dimensional analysis framework of“policy tools-policy field-city level”.It is found that the“double reduction policy”has some characteristics,such as excessive use of mandatory tools,uncoordinated matching of policy tools,and unbalanced supply of classified policy contents.According to the difficulties in the current policy implementation process,it is suggested to reasonably reduce the proportion of the use of command policy tools to promote the optimization of the policy combination effect;improve the construction of the policy content field,guide multiple subjects to participate in the implementation of the double reduction policy and optimize the localization design of the double reduction policy,and seek the self-consistency of the policy content with the educational situation in different regions.
