摘要
在全面推进乡村振兴的时代背景下,如何推动农村土地经营权流转,使其在农业现代化发展中发力,是值得深入研究的重要课题。为有效推动土地经营权流转,促进乡村产业现代化发展,文章根据濮阳县农村土地经营权流转的现状,分析了土地经营权流转中存在的土地经营权流转规模不平衡、农民权益有效保障难、乡村治理和监管能力有待提升等问题,针对问题从缩小土地经营权流转规模差距、有效保障农民合法权益、持续提升乡村治理和监管能力等方面提出了促进农村土地经营权流转的对策建议,以期加快农村土地经营权流转,促进乡村产业高质量发展。
Under the background of comprehensively promoting rural rvitalization,how to promote the transfer of rural land management rights,so that it is powerful in the development of agricultural modernization,is an important topic worthy of in-depth study.In order to effectively promote the transfer of land operation right and facilitate the modernization of rural industry,the article analyzes the imbalance in the scale of the transfer of land operation right,the difficulty of effectively guaranteeing the rights and interests of farmers,and the need to improve the capacity of rural governance and supervision in the transfer of land operation right according to the current situation of the transfer of rural land operation right in Puyang County,and puts forward countermeasures and proposals to promote the transfer of rural land operation right in order to accelerate the transfer of rural land operation right and facilitate the high-quality development of rural industry.
