摘要
随着乡村振兴战略的深入推进,农村土地流转规模持续扩大,农地流转成为优化农业资源配置、提高粮食生产效率的重要途径。然而,当前流转过程中依然存在制度不完善、市场机制不健全及监管缺位等问题,导致农民权益受损现象频发,这些问题不仅影响农民收入,还可能威胁粮食生产的稳定性。如何在保障粮食安全的前提下维护农民权益,成为亟待解决的关键问题。本文基于粮食安全视角,系统分析农村土地流转中农民权益受损的成因、主要表现及作用机制,探讨通过政策优化、市场规范和法律保障等多维度协同解决的措施,构建起农民利益与粮食安全并重的土地流转可持续发展模式,为乡村振兴战略的实施提供理论和实践支撑。
With the in-depth promotion of the rural revitalization strategy,the scale of rural land circulation continues to expand,becoming an important way to optimize the allocation of agricultural resources and improve the efficiency of grain production.However,in the process of circulation,due to the imperfect system,inadequate market mechanisms,and lack of supervision,the problem of farmers'rights and interests being damaged is increasingly prominent,which not only affects farmers'income but may also threaten the stability of grain production.Therefore,how to safeguard farmers'rights and interests while ensuring food security has become an urgent practical problem.This study systematic analyzes the main manifestations and causes of farmers'rights and interests being harmed in the process of rural land circulation from the perspective of food security,and improves contract management,establishes a dynamic adjustment mechanism for rent,and improves the market regulation and legal protection through policy optimization,market regulation,and legal protection.Only by taking into account the interests of farmers and food security can the sustainable development of rural land circulation be achieved.To provide theoretical and practical support for the implementation of the rural revitalization strategy.
