摘要
为解决应急管理能力评价指标间的关联性和模糊性问题,进而有效提升化工园区应急管理能力,推动应急关口前移,以事前预防为研究视角,构建基于改进组合赋权可拓的化工园区应急管理能力评价模型。从应急管理预防与准备、监测预警、响应救援、恢复重建4个环节入手,构建化工园区应急管理能力评价指标体系,并运用改进网络分析法和改进熵权法对评价指标进行组合赋权,确定各评价指标的综合权重。在此基础上,通过构建物元可拓模型确定评价指标之间的关联度函数。最后,结合实例评估陕西省某化工园区的应急管理能力。结果显示:该化工园区应急管理能力综合评价等级为良好,与实际情况基本相符。
This paper intends to study and examine the emergency management capability evaluation model to solve the problem of correlation and ambiguity among the evaluation indicators of emergency management capability,and to improve the emergency management capability of chemical parks.From the perspective of prevention in advance,this paper designs and establishes the evaluation index system of emergency management capability of chemical industry parks.According to the emergency management process and accident influencing factors,this paper divides the index system into 4 first-level indicators,12 second-level indicators,and 37 third-level indicators.And then,through the research and analysis of the network analysis method,entropy weight method,and matter-element extension model,we propose an extension evaluation model based on combination weighting.We improve and optimize the network analysis method and the entropy weight method,and use the least square method to combine them to comprehensively weight the evaluation indicators.Then combined with the matterelement extension model,we can obtain the comprehensive evaluation level of the emergency management capability of the chemical park.Next,to verify the applicability of the model,we introduce the model into a chemical industry park in Shaanxi Province and evaluate the overall target emergency management capability level by calculating the weight value of each emergency management capability index in the park.The above results show that the emergency management capability of the chemical park is at a good level.This result is roughly in line with the actual emergency management capability of the enterprise.It can imply that the model has applicability and feasibility for the assessment of emergency management capabilities of chemical parks.Therefore,the evaluation model constructed in this paper can be used to evaluate the emergency management capability of chemical industry parks.The model helps to avoid the influence of subjective factors,makes the evaluation results more quantitative,and further discusses the ambiguity and correlation between indicators.
