摘要
基于2018年中国家庭收入调查的农村问卷数据,运用双重差分法评估“高等教育扶贫定向招生计划”在扶智和增收两方面的政策效果,并使用PSM-DID法进行稳健性检验。研究发现,通过引导“重点高校”招收农村和贫困地区学生,该政策使得受益学生平均增加0.6年左右的受教育年限,具有较为显著的扶智效应;政策的直接增收效果相对有限,受益学生参与工作后收入未见明显提高。进一步分析发现,政策虽能提高受益学生的外出就业和高端产业就业倾向,但政策执行地区人均生产总值较低,受益样本就业起点较低,导致直接增收效果并不显著。因此需要进一步完善政策的协调配套,完善招生-培养-就业三级精准帮扶,同时推动贫困地区第二、第三产业发展,实现政策扶智增收的双重发展目标。
Based on the rural questionnaire data of the 2018 China Household Income Survey,the policy effect of the “Higher Education Poverty Alleviation Targeted Enrollment Program” in terms of intellectual support and income increase was evaluated by using the double difference method,and the PSM-DID method was used to test the robustness.The findings found that by guiding “key universities” to recruit students from rural and poor areas,the policy increased the average number of years of education for the benefited students by about 0.6 years,which has a more significant intellectual support effect;the direct income increase effect of the policy is relatively limited,and the income of the beneficiary students has not increased significantly after participating in the work;further analysis shows that although the policy can improve the tendency of beneficiary students to go out to seek jobs and find employment in high-end industries,the per capita GDP of the policy implementation area is low,and the employment starting point of the beneficiary sample is low,resulting in the direct income increase effect is not significant.Therefore,it is necessary to further improve the coordination and support between policies,improve the three-level precise assistance of recruitment-training-employment,and promote the development of the secondary and tertiary industries in poverty-stricken areas,so as to achieve the dual development goals of policy support in intelligence and income.
