摘要
文章通过对德国职业教育、高等教育、继续教育之间关系及其发展脉络与特征的分析,归纳出德国在统筹这三类教育协调发展方面的优势与经验,包括基于法律制度体系和组织协调方式的动力机制、基于多级融通体系和融合调节方式的运行机制、基于质量监控体系和统筹管理模式的保障机制,并在此基础上提出可供我国在统筹三类教育协同创新中借鉴的基本思路:制度体系建设、注重价值认同、高质量改革发展、注重协调发展、立足国情建设服务全民终身学习的技能型社会等。
Different types of education have different development paths and advantages.Coordinated development among them is not only beneficial for different groups to have more suitable growth paths,but also for expanding the advantages of different types of education fields,ensuring the quality of talent cultivation,and enhancing social service capabilities.Currently,the state has put forward higher requirements for the coordinated innovation and development of various types of education.This article will analyze the relationship,development context,and characteristics among vocational education,higher education,and continuing education in Germany.It attempts to summarize Germany's advantages and experiences in coordinating the development of these three types of education.These are the power mechanism based on the legal system and organizational coordination,the operation mechanism based on the multi-level integration system and fusion adjustment,and the guarantee mechanism based on the quality monitoring system and coordinated management mode.Based on these,we propose a basic idea for China to learn from in coordinating the collaborative innovation of the three types of education,including system construction,value recognition,high-quality reform and development,coordination and development,and building a skill-oriented society based on national conditions,with the hope of providing reference for the coordinated development of various types of education.
