Research on resource dependence and collaborative interaction between the new type of higher education institutions and innovation-oriented cities

摘要在创新型国家建设战略背景下,新型高等教育机构与创新型城市之间形成了新的资源依赖和协同互动关系。本研究基于资源依赖理论,以清华-伯克利深圳学院为案例展开研究,考察新型高等教育机构、创新型政府和创业型企业之间的资源需求与优势,探究由此塑造的“高校-政府-市场”协同互动关系。本研究为创新型城市建设和新型高等教育机构的发展提供了有益启示:树立开放融合的理念,建立耦合并进的关系;构建协同治理机制,开拓创新行动空间;以实践需求为导向,打造具有区域特色的高等教育发展模式;形成战略联盟,推动协同创新和可持续发展。 Against the background of China′s building of an innovation-oriented country,the new type of higher education institutions and the innovation-oriented cities have negotiated and developed a new pattern of resource dependence and collaborative interaction.Based on the resource dependence theory,this study uses the Tsinghua-Berkeley Shenzhen Institute as a case study to explore the resource needs and advantages between the three types of stakeholders as the new type of higher education institutions,the innovative government,and the entrepreneurial enterprises,as well as the collaborative interaction relationship of"university-government-market"in the process.The study provides useful insights for the construction of the innovation-oriented cities and the development of the new type higher education institutions:establish the notion of openness and integration to formulate a mutually beneficial relationship,build a collaborative governance mechanism to expand the space for innovative actions,create a higher education development model with regional characteristics guided by practical needs and form strategic coalitions to promote collaborative innovation and sustainable development.
