摘要
2015年,中国科技部和欧盟科研与创新总司共同设立了中欧联合资助计划,以支持各自的科学家开展联合研究。学界对该计划的评估和研究相对较少,鉴于此,基于“十三五”中欧联合资助计划绩效评估的展开,通过综合的评估方法,对联合资助计划的目标定位、资助现状、资助成效和管理现状进行评估,以期为中外联合资助计划和合作计划的评估,以及未来中欧科技合作的布局和发展提供参考。评估结果显示,中欧联合资助计划具有多边合作优势,产出多样、成果瞩目,促进了中欧间合作网络关系的深化和拓展,为合作多方带来了收益,促进多边发展的国际科技合作新格局。最后,结合中欧科技合作的机遇和挑战,对中欧未来科技合作提出加大重视程度和合作力度、以平等的机制推动开展项目合作、增设中欧间软科学合作项目、加大宣传力度的意见建议。
In 2015,the Chinese Ministry of Science and Technology and the EU's Directorate-General for Research and Innovation together established the China-EU Co-funding Program,to fund respective scientists carrying out joint research.So far,there are few research and evaluation on the program.Based on the evaluation that using combined methods,on the China-EU Co-funding Program during the 13th Five-Year Plan period,this paper evaluates the objective,funding status,funding perfomance and management performance of the program,in order to provide reference for the evaluation of billeteral joint programs and cooperation programs,as well as for the future development of China-EU science and technology cooperation.The evaluation result shows that the co-funding program has the advantage of multilateral cooperation,and has produced diverse and remarkable results,as well as helped the deepening and expansion of China-EU cooperation network,brought benefits to all parties involved,and promoted a new pattern of international S&T cooperation for multilateral development.At the end,combining the opportunities and challenges of China-EU S&T cooperation,the paper proposes suggestions including increase the program funds,establish an equal cooperation mechanism,increase soft science cooperation projects,and improve the program publicity.
