摘要
校院两级管理是民办高校体制优化和改革的重要方面,有助于突破民办高校发展瓶颈,提升民办高校教育和办学的活力。民办高校管理存在职能部门认识有偏差、校院两级责权划分模糊、监督管理机制不够完善、校内学院划分不合理和管理水平较低等问题。应统一校院两级管理理念,明确校院权责,完善管理监督机制,切实提高民办高校管理水平。
The two-level management of private colleges and universities is an important aspect of the system optimization and reform for private colleges and universities,which is helpful to break through the bottleneck of the development of private colleges and universities and enhance the vitality of private colleges and universities.There are some problems in the management of private colleges and universities,such as the misunderstanding of functional departments,the vague division of responsibilities and rights between colleges and universities,the imperfect supervision and management mechanism,and the low level of division and management of colleges.The author believes it is necessary to unify the concept of two-level management,clarify the rights and responsibilities of colleges and universities,improve the management and supervision mechanism,and effectively improve the management level of private colleges and universities.
