严格监管背景下民办本科高校高质量发展的困境与对策——基于10所被督导复查民办本科高校办学情况的分析被引量：5

Difficulties and Countermeasures of High Quality Development of Non-governmental Undergraduate Institutions under Strict Supervision and Review: Based on the Analysis of Ten Supervised Non-governmental Undergraduate Institutions

摘要高质量发展是当前和今后民办本科高校发展的核心主题,但面临一系列发展困境。根据国务院教育督导委员会对10所民办本科高校教学工作合格评估整改督导复查情况的分析,结合对部分民办高校的走访和调查,梳理出当前民办本科高校高质量发展存在追求规模扩张、教师队伍人数欠缺、教学投入不足和评估整改工作不到位等问题。制约民办本科高校高质量发展的主要原因是国家与地方各级政府政策供给和落实不够,民办本科高校举办者趋利化追求和自身发展动力不足。进而从国家政策和高校自身两个层面提出民办本科高校高质量发展的主要策略:国家要落实和完善支持与监管政策,民办本科高校要坚持立德树人的根本任务、激活内部发展动力、加强内涵建设。 High-quality development is the core theme of the current and future development of non-governmental undergraduate institutions,but it faces a series of development difficulties.According to the analysis of the review of the rectification and supervision of the teaching work qualification assessment of 10 non-governmental undergraduate institutions by the Education Supervision Committee of the State Council,combined with the visits and investigations of some non-governmental institutions of higher learning,it points out that the current high-quality development of non-governmental undergraduate institutions has problems such as the pursuit of scale expansion,insufficient number of teachers,insufficient teaching investment,and inadequate evaluation and rectification work.The main reasons for restricting the high-quality development of non-governmental undergraduate institutions are the insufficient supply and implementation of national and local government policies at all levels,their profit-seeking pursuit and the lack of motivation for their own development.Thus,the main strategies for the high-quality development of non-governmental undergraduate institutions should be put forward from the two levels of national policies and non-governmental undergraduate institutions:the state should implement and improve support and supervision policies,and non-governmental undergraduate institutions should adhere to the fundamental task of building morality and cultivating people,activate internal development momentum,and strengthen the construction of connotation.
