摘要
生态保护型相对贫困是部分地区因承担生态保护职责导致发展机会较少,同时所得补偿不足以弥补保护环境的机会成本和实际成本,最终形成的一种相对贫困状态,其发生地域多在国家重点生态功能区。治理生态保护型相对贫困是顺应国家绿色减贫的必然要求,同时也是推动共同富裕的重要一环。具体表现为:目标上实现脱贫向富的渐进性,内核上追求公平正义的一致性,路径上推动富裕与生态保护同步的贯通性。因此,要秉持“绿水青山就是金山银山”理念、镜鉴典型案例,促进生态产品价值深度转化、持续转化,同时建设“精准、造血、输血”三位一体的生态保护型相对贫困治理长效机制,实现对此类贫困的深入治理。
Ecological protection type of relative poverty is a state of relative poverty,which is caused by the responsibility of ecological protection and the lack of development opportunities.The compensation is difficult to make up the opportunity cost and actual cost of environmental protection,and most of them occurred in the national key ecological function area.Controlling ecological protection related poverty is an inevitable requirement to comply with the national trend of green poverty reduction,and it is also an important part of promoting common prosperity.The controlling is manifested in the gradual progress from poverty to wealth,the core of the pursuit of fairness and justice on the consistency,the path to promote the green synchronization of the coherence.Therefore,we should adhere to the“two mountains”concept,mirror the typical case,to promote the value of ecological products in-depth transformation and sustainable transformation.Meanwhile,a long-term mechanism of“precision,hematopoiesis and blood transfusion”should be built to deal with this kind of poverty.
