The Necessity and Non Necessity of Performance Analysis in Higher Education

摘要 无论是在理论上还是实践中绩效都是组织发展的根本。没有绩效就没有发展。但长期以来,精确测量以及强制排序使得绩效评价与管理逐渐被异化,进而使得绩效本身以及绩效分析方法有被“污名化”的风险。当前在高等教育领域,一方面大学在外部治理中面临绩效主义的强约束,发展方向被学科排名和大学排行等可量化的绩效指标所左右;另一方面在大学内部治理中由于缺乏有效的绩效标准与科学的测量方法,大学发展主要靠资源驱动,可持续发展的内生动力机制缺失。面对绩效主义和非绩效化的矛盾,高等教育改革需要澄清绩效分析的必要与不要。在外部治理上尽可能减少对于绩效指标的依附和盲从,在内部治理上则要适当强化绩效分析的意识。一流大学建设的根本在于治理体系和治理能力的一流,而不是排名数据或指标的一流。再优异的绩效指标都只意味着过去而无法预测未来,只有绩效驱动的治理体系和治理能力现代化才能为面向未来的一流大学建设提供不竭的内生动力。 In theory and practice,performance is the foundation of organizational development.No development can be maintained without performance.However,for a long time,accurate measurement and mandatory sequencing have gradually alienated performance evaluation and management,thus causing the risk of"stigmatization"of performance itself and performance analysis methods.At present,in the field of higher education,on the one hand,universities face strong constraints of performancism in external governance,and their development direction is dominated by quantifiable performance indicators such as discipline ranking and university ranking.On the other hand,due to the lack of effective performance standards and scientific measurement methods in the internal governance of universities,the development of universities is mainly driven by resources,and the endogenous dynamic mechanism for sustainable development is missing.In the face of the contradiction between performance dependence and non performance dependence,the reform of higher education needs to clarify the necessity and non necessity of performance analysis.In terms of external governance,it is necessary to reduce the dependence on and blind obedience to performance indicators as much as possible,while in terms of internal governance,it is necessary to strengthen the awareness of performance analysis.The foundation of first-class u-niversity construction lies in the first-class governance system and governance capacity,rather than the first-class ranking data or indicators.No matter how excellent the performance indicators are,they only represent the past and cannot predict the future.Only the performance-driven governance system and the modernization of governance capacity can provide inexhaustible endogenous power for the construction of the first-class universities facing the future.
