摘要
习近平总书记在党的二十大报告中强调,“高质量发展是全面建设社会主义现代化国家的首要任务。”构建新发展格局,需要科学素质建设在服务经济社会发展中进一步发挥重要作用。基于以全民科学素质服务和推动经济社会高质量发展的目标,通过解析高质量发展的内在结构及核心要素,梳理提高公民科学素质服务高质量发展的主要路径,探析科学素质高质量发展对经济社会高质量发展的重要意义。为此,研究构建了以科学素质质量、科学发展环境、科技创新效能为主要维度的科学素质高质量发展指数,开展助力高质量发展的科学素质评价研究,划分出五种不同阶段的科学素质高质量发展类型,从科学素质视角探析各地高质量发展进程中的特征与方向,进一步丰富对高质量发展规律的认识和把握。
The fifth plenary session of the 19th Central Committee of the Communist Party of China(CPC)emphasize that we must adhere to the core position of innovation in the overall situation of China's modernization construction,and take the selfreliance and self-improvement in science and technology as strategic support for national development.Through analysis of the internal structure and core elements of high-quality development,this paper seeks to clarify the main paths to improve the influence of citizens'scientific literacy in high-quality development,establishes the relationship between scientific literacy and high-quality development,builds the Scientific Literacy and High Quality Development Index,and carries out the evaluation research on scientific literacy to promote high-quality development.Five types of high-quality development are divided by different stages,exploring the characteristics and directions of high-quality development from the perspective of scientific literacy,to further enrich the understanding of the inherent laws of high-quality development.
