摘要
[目的]构建新冠本土聚集性疫情处置效果评价指标体系,为疫情处置效果的综合评估提供技术工具。[方法]基于危机管理理论与危机生命周期理论,通过文献研究法进行指标的初步构建,再结合专家咨询法形成最终的评价指标集。[结果]构建了我国新冠本土聚集性疫情处置效果评价指标体系,包括指示病例发现途径、核酸检测状况、风险与社会面管控情况、疫情防控效果、医疗救治效果、疫情信息发布和舆情引导6个一级指标、15个二级指标。[结论]研究建立的指标体系具有较好的可得性和实用性,为客观评价新冠本土聚集性疫情处置效果提供了技术工具,也可为其他传染病疫情、突发公共卫生事件等防控处置效果的综合评价提供支持。
Objective To construct an evaluation index system of the effect of epidemic management of local COVID-19 clusters,and to provide an application tool for the comprehensive evaluation of the effect of epidemic management.Methods Based on the crisis management theory and the crisis life cycle theory,the index was initially constructed by literature research method,and then the final evaluation index was formed by expert consultation method.Results An evaluation index system of the effect of epidemic management of local COVID-19 clusters in China was established,including 6 first-level indicators and 15 second-level indicators,which were the way of finding indicated cases,the status of nucleic acid testing,risks and control in society,the effect of epidemic prevention and control,the effect of medical treatment,the release of epidemic information and the guidance of public opinion.Conclusions The index system established in this study is highly available and practical,providing a technical tool for objectively evaluating the effect of epidemic management of local COVID-19 clusters,as well as providing support for the comprehensive evaluation of the management effect of the prevention and control of other infectious diseases and public health emergencies.
