摘要
在数字转型浪潮背景下,探究生态环境保护领域中重大政务信息化工程建设,有助于推动生态资源治理保护的数字化进程。基于创新生态系统视角,构建以不同创新主体衍生出的“数字林草”创新生态系统,初步描摹数字治理与林草多元主体相结合的基础运作框架。通过对中国生态环境保护信息化重大工程案例分析,解释并论证基本运作框架合理性,聚焦“数字林草”创新生态系统所提供支撑服务和调节服务,解析群落结构型、生态功能型、生态混合型等复杂性降解策略,有效降解重大信息化工程建设过程中存在“执行任务”“业务协作”“技术应用”“安全控制”等方面的复杂性,拓展创新生态系统理论研究,为数字政务、数字政府和数字林草的重大政务信息化工程建设提供了可推广的示范经验。
Under the background of digital transformation,exploring the construction of major government information projects in the field of ecological environmental protection can provide the reference for the digital process of ecological resource management and protection.From the perspective of innovation ecosystem,the form of“digital forest and grass”innovation ecosystem derived from different innovation roles was constructed to promote the basic operation of digital governance and the combination of forest and grass multiple subjects.Analyzing the major projects of China’s ecological environment protection information provides a new idea and method to explain and demonstrate rationality theory of operation framework,which is conducive to digging out the support services,regulating services and innovative services in the innovation ecosystem of digital grass.Identifying the community structural degradation,ecological function and ecological hybrid strategy to effectively degradation of“task execution”,“business collaboration”,“technology application”,“security control”and other aspects of the complexity,this paper promotes the evolution and development of the innovation ecosystem to provide replicable and extendable demonstration experience for the construction of digital government,digital government and digital forest and grass.
