摘要
棉花是事关我国国计民生的大宗农产品,棉花质量是助推棉花产业高质量发展的关键。本文重点分析新疆棉花目标价格补贴与质量挂钩政策实施的主要经验及反映出的相关问题,提出持续推进棉花质量发展的政策建议。研究发现:新疆推动棉花目标价格政策与棉花质量挂钩的主要经验包括持续推进改革、坚持先行先试、优化品种布局、提高信息化管理水平等。新疆棉花目标价格补贴与质量挂钩改革取得的成绩,为进一步推进棉花目标价格改革和促进棉花产业高质量发展积累了宝贵经验。基于本文研究,作者建议牢固树立棉农市场主体地位,完善棉花质量挂钩标准和方法,实施棉花全过程质量管理。
Cotton is a major agricultural product related to China’s national economy and people’s livelihood, and cotton quality is the key to boost the high-quality development of the cotton industry. This paper focuses on the main experience and problems reflected in the implementation of the policy of linking the target price subsidy and quality of cotton in Xinjiang, and puts forward policy recommendations to continue to promote the development of cotton quality. The study found that Xinjiang’s main experience in promoting the linkage between the cotton target price policy and the cotton quality included continuing to promote reform, adhering to the principle of first trial, optimizing the variety layout, and improving the level of information management. Xinjiang’s achievements in the reform of cotton target price subsidy and quality linkage have accumulated valuable experience for further promoting the reform of cotton target price and promoting the high-quality development of cotton industry. Based on the research in this paper, the author suggests that we should firmly establish the dominant position of cotton farmers in the market, improve the standards and methods of cotton quality linkage, and implement the whole-process quality management of cotton.
