摘要
本文对近年来新疆棉花生产成本收益主要项目的结构性和趋势性的变化情况进行分析,意图研究新疆棉花生产发展中存在的主要问题和相关政策扶持需求,并从分析纺织产业的主要原材料种类和价格发生趋势性变化的基础上,分析新疆棉花生产成本水平及其结构的变化趋势、近年来种棉农民生产积极性的变化及其主要影响因素、新疆棉花生产主要生产要素使用效率变化情况,指出新疆棉花生产对于保障国家棉花供给具有重要意义。研究认为可持续推进新疆棉花生产发展是保障中国具备必要的棉花自给能力的必要条件,而继续实施保护种棉农民生产积极性为主要政策目标的产业扶持政策,则是新疆棉花生产发展的关键性因素。
This paper analyzes the structural and trend changes of major projects of cotton production cost and benefit in Xinjiang in recent years,and intends to study the main problems existing in the development of cotton production in Xinjiang and the demand for relevant policy support.On the basis of analyzing the trend changes of main raw material types and prices of textile industry,This paper analyzes the change trend of cotton production cost level and its structure,the change of cotton farmers’enthusiasm in production and its main influencing factors in recent years,and the change of the use efficiency of the main production factors in cotton production in Xinjiang,and points out that cotton production in Xinjiang is of great significance to guarantee the national cotton supply.It is considered that the sustainable development of cotton production in Xinjiang is the necessary condition for China to have the necessary cotton self-sufficiency,and the key factor for the development of cotton production in Xinjiang is to continue to implement the industrial support policy which is the main policy objective of protecting the enthusiasm of cotton farmers.
