摘要
党的二十大庄严宣告,从现在起中国共产党的中心任务是团结带领全国各族人民建成社会主义现代化强国,以中国式现代化推进中华民族伟大复兴。而中国式现代化的本质要求和基本特征之一,便是推动绿色发展,促进人与自然和谐共生。这是中国式现代化的内在要求,也是我们作为负责任的大国必须承担的国际义务。中国现阶段碳经济问题态势严峻,中国式现代化在减排方面面临严峻挑战,中国“双碳”目标需要贯彻新发展理念,根本转变发展方式,切实实现高质量发展才可能实现。“双碳”是中国式现代化的重要约束条件。
As announced in the Report to the 20th National Congress of the Communist Party of China,“From this day forward, the central task of the Communist Party of China will be to lead the Chinese people of all ethnic groups in a concerted effort to realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization.” Pursuing green development and promoting harmony between humanity and nature, as one of the essential requirements and defining features of Chinese modernization, is not only essential for building China into a modern socialist country, but also an international obligation as a responsible major country. Facing prominent issues in China’s carbon economy and grave challenges to the goal of Chinese modernization in the aspect of reducing emissions, it’s only possible to achieve the objectives for carbon dioxide peaking and carbon neutrality, which is an important condition for Chinese modernization, by applying the New Development Philosophy, transforming the development model and pursuing high-quality development.
