摘要
在脱贫攻坚和乡村振兴衔接的关键时期,灵活就业群体发挥了重要的稳定作用,本文对脱贫攻坚阶段的灵活就业被动发展模式到乡村振兴阶段的灵活就业主动发展模式的过渡过程进行分析,提出我国在乡村振兴的当下仍处于灵活就业被动发展的模式,存在就业压力大、权益保障弱、双创动能差、管理制度乏的问题,并从思想上、政策上和管理上针对灵活就业提出了脱贫攻坚和乡村振兴有效衔接的路径建议。
In the critical period of linking poverty alleviation and rural revitalization,flexible employment groups have played an important role in stabilizing.This paper analyzes the transition process from the passive development model of flexible employment in the poverty alleviation phase to the active development model of flexible employment in the rural revitalization phase,and proposes that China is still in the passive development model of flexible employment in the current rural revitalization,with high employment pressure,weak rights and interests protection,and poor entrepreneurship and innovation momentum The lack of management system,and from the ideological,policy and management for flexible employment,put forward suggestions on how to effectively link poverty alleviation and rural revitalization.
