摘要
乡村振兴和稳定脱贫在时间上的交叠性、空间上的覆盖性、目标上的同向性,决定了二者具备协同发展的实践可能性,能够实现互促共进、共同提高。本文在批判性吸收既有研究成果基础上,创新性地提出了一个基于人才统领的促进乡村振兴和稳定脱贫协同发展的社会发展模型,并对模型进行了分解阐释。本文认为,乡村振兴与稳定脱贫协同发展是在人才协同发展统领下进行的资源协同发展、技术协同发展、制度协同发展和文化协同发展。其中,资源协同是乡村振兴与稳定脱贫协同发展的物质基础;技术协同是乡村振兴与稳定脱贫协同发展的技术支撑;制度协同是乡村振兴与稳定脱贫协同发展的规则框架;文化协同是乡村振兴与稳定脱贫协同发展的价值理念;人才协同是乡村振兴与稳定脱贫协同发展的统领力量。
Overlapping in time,covering in space,and syntropic in goal of rural revitalization and stable poverty alleviation depend that the two possess the practical possibility of collaborative development,and can achieve mutual promotion and improvement.Based on the critically absorbing the previous research results,this paper innovatively proposes a social development model which is based on the talents to promote the coordinated development of rural revitalization and stable poverty alleviation,and also decomposed and explained the model.This paper holds that the coordinated development of the rural revitalization and stable poverty alleviation is coordinated development of resource,technology,institution and culture under the lead of the talent coordinated development.Among them,resource coordination is the material basis for the coordinated development of rural revitalization and stable poverty alleviation;technology coordination is the technical support for the coordinated development of rural revitalization and stable poverty alleviation;institution coordination is the regular frame for the coordinated development of rural revitalization and stable poverty alleviation;culture coordination is the value concept of the coordinated development of rural revitalization and stable poverty alleviation;talent coordination is the leading force of rural revitalization and stable poverty alleviation.
