摘要
2021年习近平总书记强调指出,内蒙古“要紧扣产业链供应链部署创新链,不断提升科技支撑能力”。在此背景下,对内蒙古10个国家乡村振兴重点帮扶县农牧业产业及其科技支撑情况开展调研分析。研究结果表明,“十三五”以来,内蒙古科技支撑农牧业产业发展取得显著成效,但与农牧业高质量发展要求和与先进省区相比,还存在政府部门和企业科技创新投入严重不足,创新人才短缺,科技支撑能力较弱等突出问题。建议政府部门进一步加大农牧业科技投入力度,加强科研机构和企业科技创新能力建设,增强企业创新活力,促进农牧业产业提质升级,全面助力乡村振兴。
In 2021,General Secretary Xi Jinping emphasized that Inner Mongolia"must closely follow the industrial chain and supply chain to deploy the innovation chain,and continuously improve its scientific and technological support capability".Following the general secretary's instructions,this paper conducted an investigation and analysis on agricultural and animal husbandry industries and their scientific and technological support in the 10 key counties in Inner Mongolia's rural revitalization countries.The research results show that,since the 13th Five-Year Plan,Agriculture and animal husbandry industry in Inner Mongolia has achieved remarkable results with scientific and technological support,but compared with the requirements of high-quality development of agriculture and animal husbandry and the situation of advanced provinces and regions,there are still serious problems such as insufficient investment in scientific and technological innovation of and enterprises,shortage of innovative talents,and weak scientific and technological support ability.It is suggested that government should further increase investment in science and technology in agriculture and animal husbandry,strengthen the construction of scientific and technological innovation capabilities of scientific research institutions and enterprises,enhance the innovation vitality of enterprises,upgrade agriculture and animal husbandry industries,and comprehensively facilitate rural revitalization.

路战远(1964-),男,博士,二级研究员,博士生导师,河北农业大学农业推广2003届校友。现任内蒙古农牧业科学院院长。兼任国家“黑土地保护与利用”重点专项总体专家组专家、农业农村部农作物生产全程机械化大豆专家组组长。主持国家和省部级项目30余项,获国家科技进步二等奖2项(1、4完成人)、省部级科技一等奖8项(6项第1),获授权专利104件(发明18件)、制定标准46项、出版著作15部、发表论文220余篇。入选国家“万人计划”领军人才、神农英才领军人才等人才计划6项,获何梁何利科学技术与创新奖、中华农业英才奖等荣誉称号。
