摘要
农村产业兴旺是乡村振兴战略实施的重要基础,发展农村电商产业既能增加农民收入,又能加快农村产业兴旺目标的达成。作为农村电商产业集聚的代表——淘宝村是我国特有的一种农村电商产业集聚的体现,它的产生对农村社会、经济与空间系统进行了重构,这种重构方式为乡村振兴发展提供了新的方向。环渤海地区的淘宝村空间分布不均衡、具有区域差异性,在县域尺度下具有空间相关性。通过构建空间计量模型对环渤海地区淘宝村的空间分布差异进行解释,发现政府政策、人口、互联网、交通发展水平是推动环渤海地区淘宝村集聚与发展的重要因素。其中,政府政策的影响作用最大,是淘宝村产生与健康发展的关键,而不同城镇化过程对于淘宝村发展有不同的影响结果。基于此,应加强政府政策扶持、鼓励创新驱动农村电商发展、完善农村电商产业生态。
The prosperity of rural industry is an important basis for the implementation of the rural revitalization strategy.The development of rural e-commerce industry can not only increase farmers’income,but also accelerate the achievement of the goal of rural industry prosperity.Taobao Village,as the representative of rural e-commerce industry cluster,is a unique embodiment of rural e-commerce industry cluster in China.Its emergence has reconstructed the rural social,economic and spatial systems,which provides a new direction for rural revitalization and development.The spatial distribution of Taobao Village in the Bohai Rim area is uneven,with regional differences and spatial correlation at the county level.By building a spatial econometric model to explain the spatial distribution difference of Taobao Village in the Bohai Rim region,it found that government policies,population,internet and traffic development level are significant factors to promote the agglomeration and development of Taobao Village in the Bohai Rim region.Among them,government policies play the most essential role and are the key to the emergence and healthy development of Taobao Village.Different urbanization processes have different effects on the development of Taobao Village.Based on this,we should strengthen government policy support,encourage innovation to drive rural e-commerce development,and improve rural e-commerce industry ecology.
