摘要
县域是城乡融合发展的重要切入点,也是实施乡村振兴战略的主战场。县域城乡融合发展与乡村振兴之间存在着立体式、复合性的多层逻辑关系。基于县域的城乡融合发展是实现乡村振兴基本路径的总体判断。以县域城乡融合发展引领乡村振兴,需要整体筹划城镇和乡村发展,牢牢把握协同推进新型城镇化与乡村振兴这一战略主线。本文梳理了县域城乡融合发展的理论演进和政策脉络,厘清了县域城乡融合发展与乡村振兴的逻辑关系,并在剖析县域城乡融合发展引领乡村振兴战略举措的基础上,提出城乡协同视角下实现乡村振兴的路径选择。
County is an important entry point for urban-rural integrated development,and it is also the main battlefield for implementing the rural revitalization strategy.There is a three-dimensional compound multi-layer logical relationship between county urban-rural integrated development and rural revitalization.Based on the overall judgment that county urban-rural integrated development is the basic path to realize rural revitalization,leading rural revitalization with county urban-rural integrated development requires overall planning for urban and rural development,and firmly grasp the strategic main line of coordinated promotion of new-type urbanization and rural revitalization.This paper sorts out the theoretical evolution and policy context of county urban-rural integrated development,clarifies the logical relationship between county urban-rural integrated development and rural revitalization.On the basis of analyzing the strategic measures of county-level urban-rural integration development leading rural revitalization,the path selection to realize rural comprehensive revitalization has been put forward from the perspective of urban-rural coordination.
