摘要
基于2006-2016年我国11个沿海地区的面板数据,运用SBM-GML模型测算环境约束下各地区海洋经济绿色全要素生产率及其分解值。从时空演化角度分析研究期内其变化特征,并创新性地从实证分析角度研究其影响程度,深入探究海洋绿色经济内在机制。研究表明:(1)纯技术效率对海洋经济绿色全要素生产率(GTFP)的贡献最大,前者的提高是后者增长的最有效途径,而研究期内纯技术效率虽表现为正向效应优势逐渐显现,但仍显薄弱,没有有效发挥。(2)纯技术进步的提高对海洋经济GTFP增长有较强的正向促进作用,与研究期内纯技术进步的特征表现相符。(3)规模技术进步与规模技术效率对海洋GTFP增长的正向效果较小,而研究期内规模技术进步维持在促进海洋经济GTFP增长的状态。
Based on the panel data of 11 coastal provinces and municipality in China from 2006 to 2016, this paper uses the SBM-GML model to measure the green total factor productivity and its decomposition value of marine economy of each province and municipality under environmental constraints. This paper analyzes the characteristics of changes during the study period from the perspective of temporal and spatial evolution, and innovatively studies its impact degree from the perspective of empirical analysis, so as to deeply explore the internal mechanism of marine green economy. The research shows that:(1) Pure technical efficiency contributes the most to the marine economic GTFP. The improvement of the former is the most effective way for the latter to grow. However, the advantage of pure technical efficiency as a positive effect during the research period gradually appears, but still weak and not effective.(2) The improvement of pure technological progress has a strong positive effect on the growth of marine economic GTFP, which is consistent with the characteristics of pure technological progress during the study period.(3) The positive effect of scale technology progress and scale technology efficiency on the growth of marine GTFP is relatively small, while the scale technology progress during the study period maintains a state of promoting the growth of marine economic GTFP. Based on the research conclusions, this paper puts forward relevant policy recommendations.
