摘要
目的:研究分析长期护理保险定点机构的发展困境,提出相应的建议。方法:对山东省8个市的45家长期护理保险定点机构管理人员进行半结构化访谈,运用主题框架分析法,对访谈资料进行提取、归纳和编码。结果:形成83个自由节点,归纳出定点机构发展困境的22个子主题和5个主题——收支压力、医护人员供需矛盾、政策规定与执行问题、服务提供障碍、机构设施条件限制。结论:通过加大投入和支持力度、健全医护人员激励机制、调整政策与加强宣传、细化服务流程与内容等,推动长期护理保险定点机构的发展。
Objective To analyze the development dilemma of designated institutions of long-term care insurance(LTCI),and put forward corresponding suggestions.Methods In-depth semi-structured interviews were conducted with the managers of 45 LTCI designated institutions in 8 cities of Shandong Province.The original interview data were extracted,summarized and coded using the theme framework analysis method.Results A total of 83 free nodes were formed,and 22 sub-themes and 5 themes were summarized.The LTCI designated institutions in the sample area are facing the development difficulties such as the pressure of revenue and expenditure,the contradiction between supply and demand of medical staff,policy regulations and implementation problems,service provision barriers,institutional facilities conditions and so on.Conclusion The development of LTCI designated institutions should be promoted by strengthening the investment and support,improving the incentive mechanism of medical staff,promoting policy adjustment and publicity,and refining the service provision process and content.
