摘要
该文围绕我国碳中和目标实现,系统梳理我国现有碳中和相关的科技政策;分析指出生态吸碳、人工固碳、人工用碳等碳负排技术是未来实现碳中和的必由路径,尤其要发展人造光合作用和可再生电能转碳基资源耦合二氧化碳捕获利用技术(POWER TO X with CCU);最后提出十四五期间加快部署零碳非电能源、生物质能耦合碳捕集与封存(BECCS)、直接空气捕集(DAC)技术、第三代生物炼制(CO_(2)to X)等颠覆性前沿技术的建议。
This paper focuses on the realization of carbon neutralization goals and systematically combs the existing technology policies related to carbon neutralization. It is pointed out those negative carbon emission technologies, such as ecological carbon absorption, artificial carbon sequestration and artificial carbon use, are the necessary path to achieve carbon neutrality in the future, especially the development of artificial photosynthesis and renewable power to carbon resources coupled with carbon dioxide capture and utilization technology(POWER TO X with CCU). Finally, suggestions are put forward to accelerate the deployment of zero-carbon non-electric energy, biomass coupled carbon capture and storage(BECCS), direct air capture(DAC) technology, the third generation of bioreacting(CO_(2)to X) and other disruptive frontier technologies during the 14 th Five-Year Plan period.
