摘要
随着社会信息传播模式的改变,美西方对华舆论战出现由大众传播向数字传播的范式转变,展露出愈加数字化与隐蔽化的新特征、算法认知战的新形态、精准化情绪信息攻击为主的新内容,美西方通过操纵宣传威胁政治安全、制造信心危机阻碍经济健康发展、破坏国家形象冲击外交合作,亟需洞察美西方对华舆论战背后的资本逻辑与技术霸权,坚持马克思主义在国际舆论战斗争中的根本指导地位,完善以防御为导向的国内舆论监管体系,主动建构国际战略传播体系,着力把握国际舆论战的议题设置权,打好舆论攻防战。
With the change in the mode of social information dissemination,the US&Western countries public opinion warfare against China has undergone a paradigm shift from the mass communication to the digital communication,revealing new features of increasing digitalization and concealment,new forms of algorithmic cognitive warfare,and the new content based on precise emotional information attacks.The US&Western countries threaten the political security by manipulating publicity,make some obstacles for the healthy development of the economy and destroy the national image to impact on the diplomatic cooperation.There is an urgent need to have an insight into the capital logic and the technological hegemony behind the US&Western countries public opinion warfare against China.The fundamental guiding role of Marxism in the international public opinion warfare should be insisted,a defense-oriented domestic public opinion regulation system improved.It should take the initiative to construct an international strategic communication system,focusing on holding the right to set issues in the international public opinion warfare,and laying a solid foundation for the public opinion offensive and defensive warfare.
