摘要
老旧小区改造经过多年的探索与实践,仍存在统筹协调工作机制不健全、社会力量进入难、可持续机制建立难等问题,尤其是新冠疫情对老旧小区改造提出了新的挑战。本文以广州市三眼井社区改造项目为例,提出全周期管理理念下的老旧小区改造机制,运用全周期管理理念,以评估研判、规划实施、运营管养、评价反馈四个环节形成闭环式全周期管理。
After years of exploration and practice,there are still some problems in the renovation of old communities,such as imperfect coordination mechanism,difficult entry of social forces,and difficult establishment of sustainable mechanism.In particular,the COVID-19 pandemic has posed new challenges to the renovation of old communities.Taking Sanyanjing Community renovation project in Guangzhou as an example,this paper proposes the renovation mechanism of old communities under the concept of whole-life-cycle management so as to form a closed-loop whole-life-cycle management in four links:evaluation and judgment,planning and implementation,operation and management,as well as evaluation and feedback.
