摘要
监察官自身认识存在的局限性限制了其“内生性动力”的发挥,而监察制度对监察官的“塑造”存在“异化”现象,针对监察官与监察制度内在关系所存在的这些问题进行分析,进而从法治的角度提出解决这些问题的策略:一方面,监察官要增强对监察制度的敬畏和信仰意识,要遵循新时代监察工作规律积极促进监察制度的创新;另一方面,监察制度要不断优化以适应新时代监察官发展和工作的需要,从而进一步提高监察效能。
The limitations of the ombudsman’s own cognition limit the exertion of its endogenous power. In addition, there is a phenomenon of alienation in the shaping of inspectors by the supervision system. To analyze these problems existing in the internal relationship between the inspector and the inspection system, we propose strategies to solve these problems from the perspective of the rule of law. On the one hand, supervisors must enhance their awareness of reverence and belief in the supervisory system, and they must follow the laws of supervisory work in the new era and actively promote innovation in the supervisory system.On the other hand, the supervision system must be continuously optimized to meet the needs of the development and work of the new era of supervisors, so as to further improve the supervision efficiency.
