摘要
在生态文明建设背景下,北京作为首都城市和超大城市,立足新发展阶段、贯彻新发展理念和构建新发展格局,需将筑牢生态安全屏障作为基本前提,统筹山、水、林、田、湖、草系统治理,促进城市绿色、高质量发展。文章在解析生态安全与民生福祉理论内涵的基础上,提出了包含系统观、区域观、过程观、层次观的首都生态安全观,并将生态安全和民生福祉解构为基本生存、可持续发展和人居品质提升三大需求层级,明确了京津冀区域、市域和中心城区不同尺度生态安全格局构建的重点,形成多层级—多尺度的首都生态安全格局总体框架,并进一步提出分区、分级、分类的生态空间管控体系,以期为首都国土空间生态修复和精细化管控提供参考。
In the context of ecological civilization,Beijing,as the capital and metropolitan city,shall build a ecological security pattern based on new stage and new concepts,coordinate the governance of mountain,forest,field,lake and grass system,and promote green and high-quality development.Based on the analysis of the theoretical connotation of ecological security and human well-being,this paper puts forward the concept of ecological security in the capital,which includes system view,regional view,process view and hierarchical view.It deconstructs the ecological security and people’s well-being into three demand levels:basic survival,sustainable development,and improvement of human settlements quality.The paper defines the focus of building an ecological security pattern on multiple scales in the Beijing-Tianjin-Hebei region,cities and central urban areas.It further puts forward a multi-level and multi-scale framework of the capital’s ecological security pattern,and further proposes a zoning,grading,and classified ecological space management and control system,in order to provide a reference for the planning and refined management and control of the capital’s ecological space system.
