摘要
党的十九大作出“中国经济已由高速增长阶段转向高质量发展阶段,正处在转换增长动力、优化经济结构、转变发展方式的攻关期”的重要论述之后,高质量发展成为中国经济社会发展的关键目标和战略指向。此后,党中央和国务院又多次提出推动高质量发展的重要论述,高质量发展被纳入到作好作足经济工作的规律性认识。当追求经济高质量发展成为中国“十四五”时期乃至未来的主旋律时,厘清中国经济高质量发展的测度评价、制约因素及破解路径的现有成果,不仅成为理论研究的一项重要课题,而且也是现实所迫切需要解决的一项主要任务。通过梳理经济高质量发展测度评价、制约因素及破解路径的相关研究得出以下结论:一是现有文献主要基于宏观发展的角度将高质量发展的内涵、动力、原则、要求、制约和路径综合起来进行总体阐述,此类研究过于主观和理论化,且缺乏相应的机制分析或路径分析,致使结论部分缺少对应的实证支撑。二是现有文献主要基于前人的研究成果,根据研究目标的差异,选择不同的实证样本、构建不同的评价体系,采用适宜的测量方法对中国省际或区域经济高质量发展水平的评价和比较,此类研究过于单一和重复化,在方法论上缺乏相应的创新。三是尽管个别研究已经基于创新、结构、绿色等方面展开了相应的制约因素及破解路径分析,但内容多以理论阐述为主,缺乏一个清晰地、系统地研究中国经济高质量发展制约因素的理论分析框架,导致目前还缺少系统意义上的实证分析。未来努力的方向在于:一是构建有效、清晰且动态调整的综合指标评价体系,对中国经济高质量发展的现实困境和实践短板做出基本判断。二是在主流经济学范式下构建一个系统、自洽且动态调整的中国经济高质量发展制约因素的理论分析框架。三是基于理论分析框架进行实证分析,从而为破解中国经济高质量发展的制约因素提出符合时代特征且行之有效的路径选择。
After the 19th National Congress made an important statement,i.e."China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development,and is in a critical period of transforming growth drivers,optimizing economic structure,and transforming the mode of development.",highquality development has become a key goal and strategic direction for China’s economic and social development.Since then,the CPC Central Committee and the State Council have repeatedly put forward the important discussion on promoting high-quality development,which has been incorporated into the regular understanding of doing a good job in economic work.When it has become the main theme of China’s"14th Five-Year Plan"period and even in the future,the pursuit of high-quality economic development has become not only an important topic for theoretical research,but also a major task to be solved urgently in reality to clarify the existing achievements of measuring and evaluating,restricting factors and cracking the path of high-quality economic development in China.By combing the related studies on the measurement evaluation,restricting factors and the path of cracking of high quality economic development,the following conclusions are drawn:First,the existing literature mainly integrates the connotation,driving force,principle,requirement,restriction and path of high-quality development from the perspective of macro development.This kind of research is too subjective and theoretical,and lacks the corresponding mechanism analysis or path analysis,resulting in the lack of corresponding empirical support in the conclusion.Secondly,the existing literature mainly is based on the predecessors’research results,accords to the differences in goals,chooses different empirical samples,builds different evaluation systems,and adopts suitable measurement methods to carry out the evaluation and comparison on Chinese provincial or regional economic development level of high quality,this kind of research is too single and repeated,and lack of innovation in methodology.Third,although some studies have analyzed the corresponding constraints and crack path based on the aspects of innovation,structure and green,the content is mainly based on theoretical elaboration,and lacks a clear and systematic theoretical analysis framework to study the constraints of high-quality development of China’s economy,which leads to the lack of empirical analysis in a systematic sense.The directions of our future efforts are as follows:First,establishing an effective,a clear and dynamically adjusted comprehensive index evaluation system to make a basic judgment on the real difficulties and practical shortcomings of China’s high-quality economic development.The second is to construct a systematic,self-consistent and dynamically adjusted theoretical analysis framework of the constraints of China’s high-quality economic development under the paradigm of mainstream economics.The third is to conduct empirical analysis based on the theoretical analysis framework,so as to propose an effective path selection that conforms to the characteristics of the times for solving the constraints of high-quality economic development in China.
