摘要
数字化转型赋能优化电力营商环境,是电力企业面临的新机遇与挑战。本文分析了数字化转型对优化电力营商环境产生的影响,从企业的数字化转型的信息化、数字化、数智化三个阶段入手,分析了信息化、数字化、数智化之间的关系及作用;基于“数智化”所形成的“数据-信息-知识-决策-执行”的闭环,依据整体性治理理论、路径依赖理论,提出了数字化转型背景下优化电力营商环境的路径,即“数字化建设-业务协同-服务体系转型升级-数字人才培养-数字化管理”的优化路径。最后,从实施数字化转型战略、建立数字化治理模式、优化组织管理模式、培育数字化文化等方面提出了实现优化电力营商环境路径的保障措施。
Digital transformation to optimize the power business environment is a new opportunity and challenge for power enterprises.This paper analyzes the influence of digital transformation on the optimization of electric power business environment,starting from three stages of enterprise digital transformation:informatization,digitalization and digitalization,and analyzes the relationship and function between informatization,digitalization and digitalization.Based on"the data,information,knowledge,decision-making,implementation"of the closed loop formed by intellectualization,and holistic governance theory and path dependence theory,this paper puts forward the optimization of electric power business environment under the background of digital transformation path,namely the construction of"digital-business synergy-service system transformation-digital talent training-digital management"optimization path.Finally,from the implementation of digital transformation strategy,the establishment of digital governance mode,the optimization of organizational management mode,the cultivation of digital culture and other aspects,it proposes the guaranteeing measures to achieve the optimization of power business environment path.
