摘要
对实施积极应对人口老龄化国家战略的研究是当前理论研究的热点。实施积极应对人口老龄化国家战略为政府老龄社会治理提出了新的要求和挑战。当前,我国政府老龄社会治理还存在认识不一致、体制机制不完善、政策不健全以及绩效不均衡等问题。在实施积极应对人口老龄化国家战略最为关键的“十四五”时期,我国政府老龄社会治理要着力在树立“人人有责、人人尽责、人人享有”的治理理念,完善治理体制机制,提升治理政策的完整性、针对性、有效性以及促进城乡、区域治理绩效均衡发展等方面改革创新。
The implementation of the national strategy to actively respond to the aging of the population is a hot topic of current theoretical research.The implementation of the national strategy to actively respond to the aging of the population poses new challenges for the government’s governance of aging society.At present,the Chinese government still has problems such as inconsistent understanding,imperfect systems and mechanisms,imperfect policies,and uneven performance in the governance of an aging society.During the“14th Five-Year Plan”period,the government of our country’s aging social governance should focus on the reform and innovation of establishing the governance concept of“everyone is responsible,everyone fulfills responsibility,and everyone enjoys”,improving governance systems and mechanisms,and enhancing the integrity,pertinence and effectiveness of governance policies,and improving the balanced development in terms of governance performance of urban-rural and region.
