摘要
“完善社会治理体系,建设人人有责、人人尽责、人人享有的社会治理共同体”是十四五期间的重大国家战略,也是高等院校实现社会服务功能的重要途径。中等城市作为今后国家城市化水平提质增速的关键,其与驻地大学之间的互动和融合就成为提升城市社会治理水平和建立新时代社会治理体系的重要支撑。本文从历史维度回顾了大学与城市共生发展的历史脉络和典型案例,提出了提供智力支持和人才资源是当代大学影响城市发展的两种主要形式,并进一步阐明了未来中等城市与驻地高校实现融合发展的基本途径,以期为指导中等城市与驻地大学开展合作互动和融合发展提供决策依据。
“Perfecting the social governance system and building a community of social governance in which everyone is responsible,responsible and enjoys”is an important national strategy during the 14th Five-year Plan period,and also an important way for colleges and universities to realize their social service functions.As the key to the improvement and growth of the urbanization level in the future,the interaction and integration between the medium-sized cities and the local universities have become a major realistic problem for the improvement of urban social governance level and the establishment of social governance system in the new era.In this paper,the historical context of the co-development of universities and cities is reviewed,the main forms of interaction between universities and cities are analyzed,and the basic approaches to realize the integrated development of medium-sized cities and local universities in the future are further clarified.
