摘要
近年来,国家为社区老年教育发展创设了良好的政策支持环境,但由于受多重因素的影响和制约,社区老年教育政策落地依然面临着诸多困境。在博弈论视域下,采用案例研究法对社区老年教育微观执行进行实地调研和访谈,结合质性研究法对访谈内容和国家宏观政策文本进行分析解读。研究发现,社区老年教育宏观政策不断完善,微观执行策略灵活多变,两者之间存在博弈行为,呈现出不同的博弈表征:政策与执行联系紧密且政策保障良好是一种理想的状态;现实中,当联系紧密、政策保障不足时,出现政策执行偏差,表现为迂回曲折前行、自下而上争取、灵活使用经费和一员一岗多责等;当联系松散、政策保障良好时,出现政策执行变通,表现为建立联席会或分会以及建立指导和服务中心等;当联系松散、政策保障不足时,出现政策执行不力,表现为谨慎行动并寻求法律支撑等。社区老年教育宏观政策和微观执行中的博弈问题亟待通过采取变通执行条件、细化地方政策和加强监督评价等策略加以解决。
In recent years, the state has created a good policy support environment for the development of community elderly education, but the implementation of community elderly education policies still faces many difficulties due to multiple restrictions. From the perspective of game theory, this paper used a case study method to conduct field research and interview on the micro implementation of community elderly education, and analyzed the interview content and the national macro policy text combined with a qualitative research method. The research found that the macro policy of community elderly education is constantly improved, and the micro implementation strategy is flexible and varied. There are game behaviors between the two, showing different game characteristics:the ideal state is when the policy is closely connected with the implementers, and the policy is well guaranteed;in reality, when the policy and the executor are closely linked, and the policy guarantee is insufficient, the deviation of policy implementation occurs, which are manifested in tortuous progress, striving from the bottom-up, flexible use of funds, and multiple responsibilities of one person-one post policy. When the connection is loose, and the policy guarantee is good, the policy implementation deviation appears, manifested as the establishment of joint conferences or branches and guidance and service centers. When the connection is loose, and the policy guarantee is insufficient, the policy implementation is ineffective, manifested in prudent action and seeking legal support. It is urgent to adopt strategies such as adapting implementation conditions, refining local policies, and strengthening supervision and evaluation.
