摘要
公共服务设施与城市居住空间的优化配置会对城市人居的环境改善与社会公平产生重大影响。上海“非改居”住房作为一种新兴住房类型,为弱势群体提供住所。但这类住房得到的关注不多,包括针对其周边公共服务设施可达性研究。文章分析上海市域范围内75个典型“非改居”住房,选择5个公共服务设施可达性指标,建立评价体系;在市域和圈层区域两个层面评价15 min生活圈内的公共服务设施可达性,揭示当下“非改居”住房周边的公共服务设施可达性较弱且发展不均衡的问题,剖析其内在动因;并据此提出将“非改居”住房选址全面纳入住房保障体系,与存量规划、可持续城市更新、以及社区化改造等政策措施相结合,以期改善未来建设中“非改居”住房的公共服务设施可达性。
The optimal allocation of public service facilities and urban living space will have a great impact on the improvement of urban living environment and social equity.As an emerging type of housing in Shanghai,“nonresidential-to-residential”housing provides shelter for vulnerable groups.But this type of housing has received little attention,including studies on the accessibility of public service facilities around it.In this paper,75 typical“nonresidential-to-residential”housings in Shanghai are analyzed,and 5 accessibility indicators of public service facilities are selected to establish an evaluation system.The accessibility of public service facilities within the 15-minute living circle is evaluated at the two levels of city and circle,and the problems of weak accessibility and uneven development of public service facilities around the“nonresidential-to-residential”housings are revealed,and the internal causes are analyzed.Accordingly,the site selection of“nonresidential-to-residential”housings is proposed to be integrated into the housing security system and combined with policies and measures such as stock planning,sustainable urban renewal and community transformation,in order to improve the accessibility of public service facilities for“nonresidential-to-residential”housings in the future construction.
