摘要
中老铁路是“一带一路”标志性工程、中国铁路“走出去”的典范,是泛亚铁路中通道的重要组成部分,兼顾旅游和客货运功能。为使中老铁路符合其功能定位,充分发挥在社会经济发展和路网中的作用,建设一条安全、高效、实用、节能、环保的铁路,需做好项目的系统设计。在分析项目背景和建设意义的基础上,结合中国铁路建设经验,采用中国铁路技术体系,综合分析确定正线数目、速度目标值和限制坡度等主要技术标准,研究明确接轨方案、通关模式等主要技术方案,并在分析项目特点和难点的基础上,针对勘察手段、特殊地形地质条件铁路建造技术、跨境铁路需求等开展科研和技术创新并成功应用,确保了中老铁路顺利开通和安全运营。本项目的成果和经验可为泛亚铁路、“一带一路”其他项目总体设计工作提供参考。
China-Laos Railway is a landmark project of the Belt and Road Initiative and a model of China Railway’s “Go Global”. It is an important part of the Trans-Asia Railway, serving both tourism and passenger and freight traffic. In order to make the project conform to its functional orientation, give full play to its role in social and economic development and railway network, and build a safe, efficient, practical, energy-efficient and environmentally-friendly railway, the project should be well designed systematically. Based on the analysis of the project construction background and its significance, by referring to China’s railway construction experiences and adopting China railway technology system, the main technical standards are determined after comprehensive analysis, such as the number of railway lines, the design speed and ruling gradient. The main technology schemes are also researched, such as rail-joining scheme and the mode of customs clearance. Based on the analysis of the project characteristics and difficulties, scientific researches and technological innovations on survey means, railway construction technology under special terrain and geological conditions, and cross-border railway requirements are conducted and applied successfully, which guarantees the successful opening and safe operation of China-Laos Railway. The results and experiences of this project can provide references for the overall design of other projects of Pan-Asia Railway and the Belt and Road Initiative.
