摘要
应对气候变化是全人类共同的挑战。为实现碳达峰、碳中和的目标,交通运输行业的低碳转型至关重要。21世纪初以来,英国一直在应对气候变化行动中走在前列。自2008年《气候变化法案》发布后,英国交通运输业进行了积极的探索,形成了一系列政策、战略、法规等。首先,系统性回顾英国应对气候变化综合框架的建立,梳理其交通运输排放现状。其次,对不同交通方式的关键政策和达标路径进行归纳梳理,总结出其强调“行业驱动,系统配合;鼓励创新,抢占先机”的政策特点。最后,针对中国交通运输发展现状,从短期和中远期两个时间维度提出适用于中国国情的交通运输减碳建议。
Addressing climate change is a common challenge for all of humanity.To achieve the emissions peak and carbon neutrality goals,transport decarbonisation becomes an essential approach.Since the beginning of the 21st century,the United Kingdom has been proactive in tackling climate change.Since the implementation of the Climate Change Act 2008,the UK transportation industry has been actively exploring a series of policies,strategies,and regulations.This paper systematically reviews the establishment of the comprehensive framework to address climate change in the UK and summarizes the status quo of its transportation emissions.This paper also summarizes the key policies and development path by travel mode,with the“industry-driven,systematic cooperation,innovationprioritized,and leadership-oriented”characteristics.Finally,the paper provides suggestions on short-,mid-,and long-term transportation carbon reduction measures that are tailored to the transportation development in China.
